The Minister of Agriculture, Fisheries and Food in relation to England, the Secretary of State for Scotland in relation to Scotland and the Secretary of State for Wales in relation to Wales, in exercise of the powers conferred by sections 1(2)(b), 2 and 3(1) and (2) of the Plant Health Act 1967(1), and now vested in them(2), and of every other power enabling them in that behalf, hereby make the following Order:
1. This Order may be cited as the Import and Export (Plant Health) (Great Britain) (Amendment) Order 1987, shall apply to Great Britain and shall come into force on 18th March 1987.
2. The Import and Export (Plant Health) (Great Britain) Order 1980(3) shall be amended as follows-
(a)in Part I of Schedule 1 (plant pests the landing of which is prohibited) after entry 22 there shall be inserted the following entry-
"23 Frankliniella occidentalis (Pergande) - Western Flower Thrips."; and
(b)in Schedule 2 (conditions subject to which plant and plant products may be landed) in Part 1A in relation to item 1 there shall be inserted in column (3) after paragraph (6) the following paragraph-
"(7) The consignment shall be accompanied by an official statement that the plants comprising it were-
(a)officially examined immediately prior to export and found to be free from Western Flower Thrips (Frankliniella occidentalis (Pergande)), and
(b)grown at a place of production at which Western Flower Thrips (Frankliniella occidentalis (Pergande)) is not known to have occurred during the four weeks prior to the date on which the plants were removed from such place".

(This note is not part of the Order)
This Order further amends the Import and Export (Plant Health) (Great Britain) Order 1980 by-
(a)prohibiting the landing in Great Britain of Frankliniella occidentalis (Western Flower Thrips) (article 2(a)); and
(b)adding a further condition to those subject to which the landing in Great Britain of rooted plants and unrooted vegetative propagating material is permitted. This condition is that the consignment is accompanied by an official statement that the plants comprising it were officially examined immediately prior to export and found to be free from Western Flower Thrips and were grown at a place of production at which Western Flower Thrips is not know to have occurred during the four weeks prior to the date on which the plants were removed from such place (article 2(b)).
