1. These Regulations may be cited as the Goods Vehicles (Authorisation of International Journeys) (Fees) (Amendment) Regulations 1988 and shall come into force on the 18th November 1988.
2. The Goods Vehicles (Authorisation of International Journeys) (Fees) Regulations 1983(3) shall be amended-
(a)in regulation 3, by the substitution for the definition of "special permit" of the following definition:-
""special permit" means-
a special permanent transport permit for the use of a vehicle exceeding a certain laden weight or dimensions issued in pursuance of an agreement signed on 22nd January 1988 between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the Union of Soviet Socialist Republics(4) concerning international road transport and entering into force on a date to be notified in the London Gazette or an arrangement made 15th June 1978 between the United Kingdom of Great Britain and Northern Ireland and the Minister of Transport of the Spanish State in implementation of the agreement dated 26th April 1972 between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the Spanish State(5) on the international carriage of goods by road; or
a special transport permit for the use of vehicles for the carriage of goods between a place in the territory of the Soviet Union and a place in a country or territory other than the territory of the Soviet Union or the United Kingdom, or vice versa pursuant to the said agreement signed on the 22nd January 1988." and
(b)in Schedule 1 by the deletion in columns 1 and 2 of the entries relating to the agreements with the Republic of Cyprus, the German Democratic Republic and the Republic of Finland and by the insertion at the end of that Schedule of the following entries in columns 1 and 2 respectively:-
"Agreement signed on the 22nd January 1988 between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the Union of Soviet Socialist Republics concerning international road transport and entering into force on a date to be notified in the London Gazette.". | Article 5 |

These Regulations amend the Goods Vehicles (Authorisation of International Journeys) (Fees) Regulations 1983.
The effect of the amendments is to enable fees to be charged as prescribed in the 1983 Regulations as amended in respect of permits issued in respect of the carriage of goods by road for the purposes of the Agreement signed on the 22nd January 1988 between the United Kingdom and the Soviet Union concerning international road transport and entering into force on a date to be notified in the London Gazette.
The Regulations also delete references in the 1983 Regulations to the agreements with the Republic of Cyprus, the German Democratic Republic and the Republic of Finland since permits are no longer required under these agreements in respect of the carriage of goods by road.
