The Secretary of State for Transport, in exercise of the powers conferred by paragraph 1 of Schedule 5 to the Road Traffic (Consequential Provisions) Act 1988(1) and of all other enabling powers, hereby makes the following Order:-�
1. This Order may be cited as the Road Traffic Act 1988 (Appointed Day for Section 15) Order 1989.
2. The 21st June 1989 is the day appointed for the purposes of Schedule 5 to the Road Traffic (Consequential Provisions) Act 1988 in its application to the following provisions of the Road Traffic Act 1988(2), namely -�
(a)section 15(3) so far as it relates to the power to make regulations,
(b)sections 15(5) and (6) and 195(3) and (4).

Under Schedule 5 of the Road Traffic (Consequential Provisions) Act 1988, the Road Traffic Act 1988 has effect as if, until a date appointed by order, section 15(3) (wearing of seat belts by children in the rear of motor vehicles) were omitted and various consequential amendments were made. This Order appoints 21st June 1989 as the appointed day under that Schedule for the purpose only of enabling regulations to be made in respect of section 15(3).
