The Secretary of State for the Environment as respects England and the Secretary of State for Wales as respects Wales in exercise of the powers conferred upon them by sections 11(3) and 21(3) of the Local Government, Planning and Land Act 1980(1), and of all other powers enabling them in that behalf, hereby make the following Order:
1.-(1) This Order may be cited as the Local Government (Direct Labour Organisations) (Specified Number of Employed Persons) Order 1989 and shall come into force on 1st October 1989.
(2) This Order extends to England and Wales.
2. Fifteen is hereby specified as the number of persons for the purposes of sections 11(1) and 21(1) of the Local Government, Planning and Land Act 1980.

At present those local authorities and development bodies which employed more than 30 persons in carrying out construction or maintenance work at any time in the previous financial year are subject to the controls Part III of the Local Government, Planning and Land Act 1980. Local authorities and development bodies which did not employ more than 30 persons in carrying out one of the descriptions of construction or maintenance work (section 10(2)) were exempt from the requirement to keep separate accounts for that description of work.
The effect of this Order is to reduce the number of persons to 15.
