The Secretary of State concerned with health in England, the Secretaries of State respectively concerned with health and with agriculture in Wales and in Scotland, the Minister of Agriculture, Fisheries and Food, the Department of Health and Social Services for Northern Ireland and the Department of Agriculture for Northern Ireland, acting jointly, in exercise of powers conferred by sections 1(2), 51, 129(4) and 132(1) of the Medicines Act 1968(1) and now vested in them(2) and of all other powers enabling themin that behalf, after consulting suchorganisations as appear to them to be representative of interests likely to be substantially affected by this Order pursuant to section 129(6) of that Act, and after consulting and taking into account the advice of the Medicines Commission pursuant to section 129(7) of that Act, hereby make the following Order:
1.-(1) This Order, which may be cited as the Medicines (Products Other Than Veterinary Drugs) (GeneralSale List) Amendment Order 1990, shall come into force for all purposes except those of articles 2(2)(b) and 3(2) on 18th June 1990and for the purposes of articles 2(2) and 3(2) on 18th December 1990.
(2) In this Order, "the principal Order" means the Medicines (Products Other Than Veterinary Drugs) (General SaleList) Order 1984(3).
(3) In this Order, a reference to inserting an entry in a column in a Table of a Schedule to the principal Order shall be construed, in the case of an entry to be inserted in column 1, as a reference to inserting that entry at the appropriate point in the alphabetical order ofthe entries in column 1 of that Table and, in the case of an entry to be inserted, as the case may be, in column 2, 3, or 4 of thatTable, as a reference to inserting that entry so as to appear against the column 1 entry against which it is listed in Schedule 1 or, as the case may be, Schedule 2 to this Order.
2.-(1) Schedule 1 to the principal Order (which specifies the class of medicinal products, other thanproducts the subject of a product licence of right, on general sale by virtue of article 2(a) of the principal Order) shall be amended in accordance with the following provisons of this article.
(2) In Table A (internal or external use) -
(a)there are inserted in column 1 and, as the case may be, columns 3 and 4, those entries set out in columns 1, 3 and 4 respectively of Schedule 1 to this Order; and
(b)in relation to the substance "Paraffin, Liquid", for the entry in column 3 there shall be substituted the entry "All preparations except nasal drops, nasal sprays, nasal inhalations and oral laxatives."
(3) In Table B (external use only) -
(a)there shall be inserted in column 1 and, as the case may be, column 3, those entries set out in columns 1 and 3 respectively of Schedule 2 to this Order; and
(b)in relation to the substance "Povidone - Iodine", there shall be inserted in column 3 the entry "All preparations except those for use in surgical operations".
3.-(1) Schedule 2 to the principal Order (which specifies the class of medicinal products, the subjectof a product licence of right, on general sale by virtue of article 2(b) of the principal Order), is amended in accordance with thefollowing provisions of this article.
(2) In Table A (internal or external use) in relation to the substance "Paraffin, Liquid", for the entry in column 3 thereshall be substituted the entry "All preparations except nasal drops, nasal sprays, nasal inhalations and oral laxatives.".
(3) In Table B (external use only), in relation to the substance "Povidone - Iodine", there shall be inserted in column 3 the entry "All preparations except those for use in surgical operations".

(This note is not part of the Order)
This Order amends the Medicines (Products Other Than Veterinary Drugs) (General Sale List) Order 1984 (referred to as "the principal Order") which specifies classes of medicinal products which can with reasonable safety be sold or supplied otherwise than by or under the supervision of a pharmacist (the general sale list).
The amendments made by this Order are as follows-
Article 2 amends Schedule 1 to the principle Order (medicinal products, other than products the subject of a product licence of right, on general sale) by inserting certain entries (specified in Schedules 1 and 2 to this Order) and amending the entries in respect of Paraffin, Liquid and Povidone-Iodine;-
Article 3 amends Schedule 2 to the principal Order (medicinal products, the subject of a product licence of right, on general sale) by amending the entries in respect of Paraffin, Liquid and Povidone-Iodine.

In the case of the Secretaries of State concerned with health in England and in Wales by virtue of article 2(2) of, and Schedule 1 to, the Transfer of Functions (Wales) Order 1969 (S.I. 1969/388); in the case of the Secretary of State concerned with agriculture in Wales by virtue of article 2(3) of, and Schedule 1 to, the Transfer of Functions (Wales) (No. 1) Order 1978 (S.I. 1978/272); in the case of the Northern Ireland Departments by virtue of section 40 of, and Schedule 5 to, the Northern Ireland Constitution Act 1973 (c. 36) and section 1(3) of, and paragraph 2(1)(b) of Schedule 1 to, the Northern Ireland Act 1974 (c. 28).
