The Secretary of State for Wales, in exercise of the powers conferred on him by section 140(4) of, and paragraphs 5 and 6 of Schedule 12A to, the Local Government Finance Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations-
1. These Regulations may be cited as the Charging Authorities (Population for Precepts) (Wales) (Amendment)Regulations 1990, and shall come into force on 31st October 1990.
2. Regulation 2 of the Charging Authorities (Population for Precepts) (Wales) Regulations 1989(2) shall be amended in accordance with regulation 3.
3. In the definition of "the relevant day", for "1st November" there shall be substituted "15th November".

(This note is not part of the Regulations)
These Regulations amend the Charging Authorities (Population for Precepts) (Wales) Regulations 1989 so that the relevant day used in calculations under those regulations will be 15th November (instead of 1st November) of the financial year preceding that for which the calculation is to be made. (The relevant day is the day in relation to which register data is to be extracted to enable the relevant population of an area to be calculated).
