The County Council of Humberside (River Hull Tunnel) Scheme 1989 Confirmation Instrument 1991

The Secretary of State for Transport makes this Instrument in exercise of powers conferred by sections 106(3) and 108(4) of the Highways Act 1980(1), and now vested in him(2), and of all other enabling powers:

1. The County Council of Humberside (River Hull Tunnel) Scheme 1989 is hereby confirmed without modifications.

2. The said scheme as confirmed (hereinafter referred to as "the Scheme") is set out in the Schedule hereto and copies of the Scheme with its accompanying plans are deposited at the offices of the Department of Transport, Romney House, 43 Marsham Street, London SW1P 3PY and at the offices of the County Solicitor, Humberside County Council, County Hall, Beverley, North Humberside HU17 9BA.

3. The Scheme will become operative on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980.

4. This Instrument may be cited as the County Council of Humberside (River Hull Tunnel) Scheme 1989 Confirmation Instrument 1991.

THE SCHEDULECOUNTY COUNCIL OF HUMBERSIDE (RIVER HULL TUNNEL) SCHEME 1989

The County Council of Humberside (hereinafter referred to as "the Council") make this Scheme in exercise of their powers under Sections 106(3) and 108(4) of the Highways Act 1980 and all other enabling powers:-�

1. The Council are authorised to construct under the navigable waters of the River Hull the tunnel specified in Part 1 of the Schedule hereto as part of the highway which they are proposing to construct south of Dunswell, partly in the East Yorkshire Borough of Beverley and partly in the City of Kingston Upon Hull all in the County of Humberside, from the roundabout junction of the Beverley South Western By-pass (A1079) with Beverley Road Dunswell (A1174) south of Dunswell aforesaid in an easterly direction to Roe Bank West Bransholme Kingston Upon Hull and then a southerly direction to join Ennerdale 200 metres north of its junction with Sutton Road (A1033) Kingston Upon Hull.

2. The Council are also authorised in connection with the construction of that tunnel to divert temporarily the length of the navigable watercourse specified in Part 2 of the said Schedule in the manner shown in that Part of the Schedule.

3. This Scheme may be cited as the County Council of Humberside (River Hull Tunnel) Scheme 1989.

THE SCHEDULE TO THE SCHEME

PART 1PLANS AND SPECIFICATIONS OF THE RIVER HULL TUNNEL

LOCATION

The location and the general design of the tunnel are shown on the location and site plan (numbered 100/D/120/79A and the general arrangement plan (numbered 100/D/120/T/030/L).The tunnel will pass under the river by means of a box section with central diaphragm wall, having trough section ramps to east and west. These troughs will be clear of the river's floodbanks.

CONSTRUCTION

The tunnel will be constructed of reinforced concrete cast within steel sheet pile walls with suitable measures taken to avoid flotation.

LENGTH

The box section will be 81 metres in length, with 140 metre trough sections to both the east and west ends.

WIDTH

The box and trough sections will each have dual 7.3 metre carriageways, with 1.5 metre footways.

WATERWAY

There will be no permanent effect on the waterway as the course of the River Hull will be maintained on its existing alignment on completion of the permanent works. A minimum navigable width of 16 metres with a temporary river bed of 1.85 metres with respect to Ordnance Survey Datum (Newlyn) will be maintained during any temporary diversion of the River Hull.

HEADROOM

A minimum headroom of 5.38 metres will be provided throughout the tunnel.

PART 2

1. The temporary diversion of the River Hull within its existing alignment between two points approximately 50 metres north and south respectively either side of the centre line of the proposed tunnel such centre line being approximately 160 metres north east of the eastern boundary of Evergreen Drive Greenacres Kingston Upon Hull aforesaid.

2. The above works are to enable a tunnel to be built under the River Hull to carry the proposed Ennerdale Link Road Classified Road.

3. The River Authority for the Navigable watercourse is the National Rivers Authority of Yorkshire NRA, 21 Park Square South, Leeds LS1 2QG.
