The Secretary of State for Transport, in exercise of the powers conferred on him by section 10(3) of the Finance Act 1991(1), and of all other enabling powers, hereby makes the following Order:-
1. This Order may be cited as the Extension of the Vehicles (Excise) Act 1971 to Northern Ireland (Commencement) Order 1991.
2. Section 10 of the Finance Act 1991 shall come into force on 1st October 1991.

(This note is not part of the Order)
This Order brings into force on 1st October 1991 section 10 of the Finance Act 1991 ("the 1991 Act") by virtue of which-
(a)the Vehicles (Excise) Act 1971 (c. 10) ("the 1971 Act") extends to Northern Ireland;
(b)the 1971 Act has effect subject to Part I of Schedule 3 to the 1991 Act (modifications of the 1971 Act); and
(c)section 11 of the Finance Act 1976 (c. 40) (which extends the power to make regulations under the 1971 Act to require information about goods vehicles etc) has effect subject to Part II of Schedule 3 to the 1991 Act (modification of section 11).
The effect of the Order is that the enactments specified in Part IV of Schedule 19 to the 1991 Act, which include the Vehicles (Excise) Act (Northern Ireland) 1972 (c. 10), are repealed.
