1. The Secretary of State for Transport is hereby authorised to construct as part of the main new trunk road a bridge over the River Thames.
2. The position and dimensions of that proposed bridge are indicated on the plans which form Schedule 1 to this Order, and in the specifications which are set out in Schedule 2 to this Order.
3. In this Order, "the main new trunk road" has the same meaning as in article 1(a) of the A406 London North Circular Trunk Road (East London River Crossing (A13 to A2) Trunk Road and Slip Roads) Order 1988(3).
4. This Order shall come into force on 17th October 1991 and may be cited as the A406 London North Circular Trunk Road (East London River Crossing (A13 to A2) No. 2 Bridge) Order 1991.

From a point on the north bank about 231 metres south of the south-west corner of the Beckton Gas Works Storage Building.
To A point about 525 metres east of the west side of the slipway on the old Arsenal site measured from the high water mark.
The main navigation span of about 240 metres measured square to the river is flanked on both sides by spans of 135 metres and approached on the north side by a viaduct comprising a 45.5 metre span followed by 7 spans of 63 metres and a 78.5 metre span. A similar viaduct arrangement exists on the south side.
There will be not less than 46.38 metres headroom above Ordnance Datum (Newlyn), being 42.73 metres above Mean High Water Springs, over a channel width of 183 metres, which will be maintained 91.5 metres on either side of the common centre line of the navigation channel and the bridge with 50 metres headroom above Ordnance Datum over the central 100 metres. Outside this limit but between the main bridge piers a minimum headroom of 40 metres above Ordnance Datum will be provided.
The maximum width of the bridge is 32 metres excluding maintenance equipment.
A navigation channel 183 metres wide will be maintained. Main piers and their protection against errant vessels will extend 20 metres on each side of the pier centre lines.
