The Secretary of State for Wales, in exercise of the powers conferred on him by section140(4) of, and paragraphs 5 and 6 of Schedule 12A to, the Local Government Finance Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations-
1. These Regulations may be cited as the Charging Authorities (Population for Precepts) (Wales) (Amendment) (No.2) Regulations 1991, and shall come into force on 31st October 1991.
2. Regulation 2 of the Charging Authorities (Population for Precepts) (Wales) Regulations 1989(2) (referred to in these Regulations as "the principal regulations") shall be amended in accordance with regulation 3.
3. In the definition of "the relevant day", for "15th November" there shall be substituted "1st November".
4. Regulation 4 of the principal regulations shall be amended in accordance with regulation 5.
5. In sub-paragraph(1)(b) for the words "the relevant day" there shall be substituted the words "1st June in the financial year immediately preceding the chargeable financial year".

These Regulations make amendments to the Charging Authorities (Population for Precepts) (Wales) Regulations 1989 as regards the day in relation to which register data is to be extracted to enable the relevant population of an area to be calculated. That day will (from the coming into force of these Regulations) be,
(a)for students subject to a personal community charge, 1st June (instead of15th November),
(b)for other persons subject to a personal community charge, 1st November (instead of 15th November),
of the financial year preceding that for which the calculation is to be made.
