In exercise of the powers conferred upon me by subsections (5) and (6) of section 1 of the Dangerous Dogs Act 1991(1) I hereby make the following Order:
1. This Order may be cited as the Dangerous Dogs Compensation and Exemption Schemes (Amendment) Order 1991 and shall come into force on 21st October 1991.
2. The Dangerous Dogs Compensation and Exemption Schemes Order 1991(2) is hereby amended as follows-
(a)in article 7(1) there shall be substituted for the words "registered veterinary practitioner" the words "veterinary surgeon or veterinary practitioner";
(b)in article 8(1)-
(i)after the words "policy of insurance which" there shall be inserted the words ", subject to such terms, conditions, limitations and exclusions as may be contained in the policy,",
(ii)after the words "the person specified in the policy" there shall be inserted the words "(the policyholder)", and
(iii)after the words "caused by the dog" there shall be added the words "other than the death of, or bodily injury to, a member of the policyholder's family who resides permanently with him or a person in respect of whom the policyholder is required to maintain a policy of insurance by virtue of the Employers' Liability (Compulsory Insurance) Act 1969(3).";
(c)in article 10(2), after paragraph (f), there shall be inserted-
"(g)a requirement to keep the dog to which it relates muzzled and on a lead when in a public place.".

This Order amends the Dangerous Dogs Compensation and Exemption Schemes Order 1991 by providing that a dog may be neutered by a veterinary surgeon or veterinary practitioner; that the insurance policy in respect of the dog may contain conditions and need not cover family members or certain employees; and that it shall be a requirement of certificates of exemption that the dog be muzzled and on a lead in a public place.
