15th April 1993
Coming into force in accordance with Article 1(2)
Whereas under section 17(1) of the Local Government (Scotland) Act 1973((1)) the Local Government Boundary Commission for Scotland on 22nd September 1992 submitted to the Secretary of State a report on a review together with its proposals for a change of the electoral arrangements for the Highland Region;
Now, therefore, in exercise of the powers conferred on him by sections 17(2) and 233 of the said Act and of all other powers enabling him in that behalf, the Secretary of State hereby makes the following Order:
1.-(1) This Order may be cited as the Highland Region (Electoral Arrangements) Order 1993.
(2) This Order shall come into force on 5th May 1994 provided that for the purpose of all proceedings preliminary or relating to an election to be held on or after that day the Order shall come into force on 10th October 1993.
2. In the Schedule to this Order-�
(a)a reference to-�
(i)an electoral division shall be construed as a reference to that electoral division as constituted in this Order;
(ii)a road, footpath, track, railway line, pier, firth, channel, river, burn or canal shall, where the context so admits, be construed as the centre line of the feature concerned and;
(iii)the boundary or boundaries of a parish is to a line corresponding as nearly as may be to the line of the boundary or boundaries of the parish concerned as already published on Ordnance Survey Maps;
(b)the expedient of defining a line beyond Mean Low Water Springs has been adopted to apportion islands to the appropriate electoral division; and
(c)the following abbreviations are used:-�
"MLWS" for the shoreline at Mean Low Water Springs;
"ED" for Electoral Division; and
"grid reference" for National Grid Reference as published on Ordnance Survey Maps.
3. The existing electoral divisions of the Highland Region shall be abolished and the said Region shall be divided into fifty-four electoral divisions having the names, contents and boundaries set forth in the Schedule to this Order.
4. The boundaries of the electoral divisions constituted by this Order shall be defined and mered by Ordnance Survey.
5. Without prejudice to its continuing in effect for the purposes of defining the electoral divisions prior to the coming into force of this Order, the Highland Region (Electoral Arrangements) Order 1978((2)) is hereby revoked.

Commencing at the point where the northern boundary of the existing ED 8 (Dornoch, Creich and Kincardine) meets the sea at the mouth of Loch Fleet; then generally northwestward along the said ED boundary to the northern boundary of the parish of Lairg; then generally northeastward and southeastward along the boundaries of the parishes of Lairg, Rogart and Golspie to the summit of Cagar Feosaig; then southeastward in a straight line to the source of the Strathsteven Burn in Dunrobin Wood; then generally eastward and southward along the said burn to and generally southward along the eastern boundary of Highland Region and Sutherland District to the point of commencement.
Commencing at grid reference NC 2560 0256 on the southern boundary of Sutherland District at the western boundary of ED 8 (Dornoch, Creich and Kincardine) at the eastern boundary of the parish of Assynt; then generally northwestward along the southern boundary of Sutherland District to and generally northward and eastward along the western and northern boundaries of Highland Region and Sutherland District to the eastern boundary of the parish of Durness; then generally southward along the said parish boundary to and generally southwestward along the northern boundary of ED 9 (Fleet) to the western boundary of ED 8; then generally southward along the said ED boundary to the point of commencement.
NOTE: ED 10 includes the islands in the parishes of Assynt, Eddrachilles and Durness.
Commencing where the northern boundary of the existing ED 9 (Fleet) meets the sea at the mouth of the Strathsteven Burn; then generally northwestward along the said ED boundary to the northwestern boundary of the parish of Clyne; then generally northeastward along the said parish boundary to and continuing generally northeastward and southeastward along the western and northern boundaries of the parish of Kildonan to the eastern boundary of Sutherland District; then generally southeastward along the said district boundary to and generally southward along the eastern boundary of Highland Region and Sutherland District to the point of commencement.
Commencing at grid reference NC 5141 6837 on the northern boundary of Highland Region and Sutherland District at the eastern boundary of ED 10 (North West Sutherland) west of Tongue; then generally eastward along the said regional and district boundary to and generally southward along the eastern boundary of Sutherland District to the northern boundary of ED 11 (East Sutherland); then generally northwestward and southwestward along the said ED boundary to and generally westward along the northern boundary of ED 9 (Fleet) to the eastern boundary of ED 10; then generally northward along the said ED boundary to the point of commencement.

Commencing in the estuary of the River Conon, continuing in a northeasterly direction into the main channel of the Cromarty Firth to the channel of the Allt na Laitch at MLWS; then generally northwestward to grid reference NH 5595 6009 along the said burn to its source at grid reference NH 5534 6143; then northwestward in a straight line to the remains of the chambered cairn at grid reference NH 5335 6463; then northwestward in a straight line to the summit of Meall na Speireig; then due westward to the easternmost source of the Allt Coire nan Clach; then generally southeastward along the eastern boundary of ED 15 (Strathconon) to the point of commencement.
Commencing in the estuary of the River Conon; then in a straight line to the end of the disused pier at grid reference NH 5634 5769; then continuing generally southeastward along the said pier, the track leading from the said pier and the unclassified Alcaig-Easter Kinkell road to the junction of the aforesaid road with the B9169 at grid reference NH 5759 5547; then northeastward along the B9169 to the road junction opposite the school; then generally southeastward along the unclassified road to grid reference NH 5917 5381; then in a straight line to grid reference NH 5705 5276; then southwestward along the said road to where it meets a field boundary at grid reference NH 5651 5235; then due south along the said boundary to grid reference NH 5651 5200; then generally westward along the said track to where it meets a field boundary at grid reference NH 5589 5187; then north-northwestward along the said boundary to grid reference NH 5587 5210; then southwestward following the field boundaries to the B9169 road at grid reference NH 5495 5191; then southwestward along the said road to grid reference NH 5486 5167; then generally southeastward along the wall to the junction of tracks at grid reference NH 5508 5105; then southeastward along the track to its junction with the A832; then in a southeasterly direction along the said A832 to where it crosses an unnamed burn at grid reference NH 5583 4946; then downstream generally southward to where it enters the Beauly Firth at grid reference NH 5600 4877 and from there in a straight line to the estuary of the River Beauly on the boundary between the District of Ross and Cromarty and the District of Inverness; then continuing generally westward along the said district boundary to where it reaches the Allt Goibhre at grid reference NH 4457 4878; then generally northeastward along the southeastern boundary of ED 15 (Strathconon) and ED 16 (Dingwall) to the point of commencement.
Commencing in the estuary of the River Beauly; then generally eastward along the said river to where it enters the Beauly Firth; then continuing eastward through the Beauly Firth to the Kessock Bridge; then northeastward through the Moray Firth to a point opposite Munlochy Bay; then generally northwestward towards and through Munlochy Bay to grid reference NH 6620 5352 where an unnamed burn enters the bay at MLWS; then along the said burn to its issue at grid reference NH 6627 5381; then in a straight line due northeastward to grid reference NH 6640 5396 on the A832 road; then generally northeastward along the road to the junction with an unnamed minor road at grid reference NH 6685 5420; then northwestward along the said minor road to grid reference NH 6681 5423; then in a straight line northeastward to the Suddie Burn; then generally northeastward along the said burn to a fence at grid reference NH 6753 5469; then northwestward along the fence to its end; then continuing northwestward in a straight line to an unnamed road at grid reference NH 6640 5575; then southwestward along the road to the road junction at Pink Lodge; then generally northwestward along the unnamed road to the crossroads at grid reference NH 6392 5789; then continuing in a straight line northeastward to the trigonometric point on the summit of Mount Eagle (Cnoc nan Craiseag); then continuing in a straight line to the junction of forest tracks at grid reference NH 6582 5900; then southeastward along one of the said tracks to a further junction of tracks at grid reference NH 6626 5832; then generally northward and northeastward along a track to where it becomes the Old Military Road; then along the said road to its junction with a forest track at grid reference NH 6819 6130; then southeastward to a further junction of tracks at grid reference NH 6826 6122; then northeastward along the track to its junction with the B9160 road at grid reference NH 7009 6207 and continuing northeastward along a track on the opposite side of the said road to grid reference NH 7107 6267; then continuing northeastward along the fence to its meeting with the track to Wellhead at grid reference NH 7170 6290; then generally northeastward and north-northeastward along the said track to where it meets a junction of 4 fences at grid reference NH 7200 6324; then in a straight line northwestward to the source of the Udale Burn at grid reference NH 7184 6358; then downstream generally northward along the said burn to its outfall in the Udale Bay at grid reference NH 7203 6530 and from there in a straight line across the sands and the waters of Cromarty Bay to the Cromarty Firth; then generally westward and southwestward through the main channel of the said firth to a point opposite grid reference NH 5634 5769; then generally southeastward along the eastern boundary of ED 17 (Ord and Conon) to the point of commencement.

This Order gives effect to proposals made by the Local Government Boundary Commission for Scotland for a change to electoral arrangements for the Highland Region (the Region) as described in the Schedule to the Highland Region (Electoral Arrangements) Order 1978 (the 1978 Order).
The effect of the proposals is to divide the Region into 54 electoral divisions as described in the Schedule to this Order.
The 1978 Order is revoked by this Order.
