The Strathclyde Region (Electoral Arrangements) Order 1993

Made

7th October 1993

Coming into force in accordance with Article 1(2)

Whereas under section 17(1) of the Local Government (Scotland) Act 1973(1) the Local Government Boundary Commission for Scotland on 24th May 1993 submitted to the Secretary of State a report on a review together with its proposals for a change of the electoral arrangements for the Strathclyde Region;

Now, therefore, in exercise of powers conferred on him by sections 17(2) and 233 of the said Act and of all other powers enabling him in that behalf, the Secretary of State hereby makes the following Order:

Citation and commencement

1.-(1) This Order may be cited as the Strathclyde Region (Electoral Arrangements) Order 1993.

(2) This Order shall come into force on 5th May 1994: provided that for the purpose of all proceedings preliminary or relating to an election to be held on or after that day the Order shall come into force on 10th October 1993.

Interpretation

2. In the Schedule to this Order-�

(a)a reference to-�

(i)an electoral division should be construed as a reference to that electoral division as constituted in this Order;

(ii)a road, footpath, railway line, river, burn or canal shall, where the context so admits, be construed as the centre line of the feature concerned; and

(iii)the boundary or boundaries of a parish is to a line corresponding as nearly as may be to the line of the boundary or boundaries of the parish concerned as published on the monochrome edition of the 1:50,000 First Series Ordnance Survey Maps which were published between 1976 and 1984(2);

(b)the expedient of defining a line beyond Mean Low Water Springs has been adopted to apportion islands to the appropriate electoral division; and

(c)the following abbreviations are used:-�

"ED" for Electoral Division;

"MLWS" for the shoreline at Mean Low Water Springs; and

"grid reference" for National Grid Reference as published on Ordnance Survey Maps.

Change of electoral arrangements

3. The existing electoral divisions of the Strathclyde Region shall be abolished and the said Region shall be divided into one hundred and four electoral divisions having the names, contents and boundaries set forth in the Schedule to this Order.

4. The boundaries of the electoral divisions constituted by this Order shall be defined and mered by Ordnance Survey.

Revocations

5. Without prejudice to their continuing in effect for the purposes of defining the electoral divisions prior to the coming into force of this Order, the Strathclyde Region (Electoral Arrangements) Order 1979(3) and Articles 2 of the Strathclyde Region (Electoral Arrangements) Amendment Order 1979(4) and of the Strathclyde Region and Clydesdale District (Electoral Arrangements) Amendment Order 1984(5) and Article 3 of the Central and Strathclyde Regions and Stirling District (Croftamie) (Electoral Arrangements) Amendment Order 1983(6) are hereby revoked.

SCHEDULEDESCRIPTIONS OF BOUNDARIES OF ELECTORAL DIVISIONS FOR STRATHCLYDE REGION

ARGYLL AND BUTE DISTRICT

Electoral Division 1: Kintyre

Commencing at a point where the A83 road crosses the Abhainn Strathain at Sloc nam Fearna at grid reference NR 8627 7398; then eastward to MLWS, then due eastward to the centre of Loch Fyne; then southeastward along the said loch to and generally southward and northward along the eastern and southern boundaries of Argyll and Bute District and generally northeastward between the Isles of Gigha and Islay and eastward between Gigha and Ardpatrick Point to and through West Loch Tarbert to a point at the head of the loch due south of the junction between the B8024 road and the unclassified road connecting the said road to the A83 road; then due north to and generally northward along the B8024 road and continuing generally northward along the A83 road to the point of commencement.

Note: ED 1 includes the parish of Gigha and Cara and all islands in the parishes of Southend, Campbeltown, Killean and Kilchenzie, Saddell and Skipness, and Kilcalmonell.

Electoral Division 2: Mid Argyll and Islay

Commencing at the junction of ED 1 (Kintyre) and the western boundary of Argyll and Bute District southwest of Islay; then generally northward along the said district boundary to the northwest of the island of Colonsay; then northeastward to and along the centre of the Firth of Lorn to a point due west of the seaward end of Loch Feochan; then due eastward to and generally eastward through Loch Feochan to a point in prolongation of the northern boundary of the parish of Kilninver and Kilmelford; then southward along the said prolongation to and westward along the northern boundary of the said parish and northward along the eastern boundary of Kilmore and Kilbride parish to a point immediately south of the southwestern part of the Black Lochs; then eastward in a straight line to a point due southeast of Lochan na Creige Deirge at grid reference NM 9453 3058; then northeastward in a straight line to meet the centre of Loch Etive northeast of Rhubha nan Carn; then generally southeastward down Loch Etive to a point opposite the mouth of the River Awe and continuing to and along the said river and Loch Awe to a point due south of the tunnel entrance of Cruachan Power Station; then northward in a straight line to and generally northward along Allt Cruachan Burn to Cruachan Dam; then along the eastern edge of Cruachan Reservoir and northeastward up Allt Cruachan Burn to its end; then northeastward in a straight line to meet the Ardchattan and Muckairn parish boundary at the northwestern source of the Allt Mhoille River at grid reference NN 1065 3185; then in a straight line to grid reference NN 1097 3284; then generally northwestward along the eastern boundary of the said parish to the district boundary; then generally eastward and southward along the said district boundary to where it meets the northern boundary of Lochgoilhead and Kilmorich parish; then southwestward along the western boundary of the said parish and southwestward along the eastern boundary of the parish of Inverary and its prolongation to the centre of Loch Fyne; then continuing generally southwestward through the centre of Loch Fyne to the northern boundary of ED 1; then generally southwestward along the northern and western boundaries of said ED to the point of commencement.

Note: ED 2 includes the parishes of Kildalton and Oa, Kilchoman, and Killarow and Kilmeny on the island of Islay, the parish of Colonsay and Oronsay, the parish of Jura, and all islands in the parishes of South Knapdale, North Knapdale, Kilmartin, Craignish, Kilninver and Kilmelford, and Kilbrandon and Kilchattan.

Electoral Division 3: Lorn and Mull

Commencing at the junction of the western and northern boundaries of Argyll and Bute District northwest of the island of Mull; then generally eastward along the northern boundary of the said district to the northwestern boundary of ED 2 (Mid Argyll and Islay); then generally southwestward along the said ED boundary to the western boundary of Argyll and Bute District; then generally northward along the said district boundary to the point of commencement.

Note: ED 3 includes the parishes of Torosay, Kilfinichen and Kilvickeon, and Kilninian and Kilmore on the island of Mull, the parishes of Coll and Tiree, and all the islands in the parishes of Kilmore and Kilbride, and Ardchattan and Muckairn, and in that part of the parish of Lismore and Appin lying within Argyll and Bute District.

Electoral Division 4: Bute and West Cowal

Commencing at grid reference NN 2380 2345 at a point where the eastern boundary of Argyll and Bute District meets the eastern boundary of ED 2 (Mid Argyll and Islay); then generally southward along the said district boundary to and westward along the southern boundary of Lochgoilhead and Kilmorich parish and westward along the southern boundary of Strachar parish to the eastern boundary of Kilmodan parish; then southward along the said parish boundary and southward and eastward along the eastern boundary of Inverchaolain parish to a point in Glen Kin due east of the hill Leacann nan Gall; then due west through the said hill to meet the eastern shore (MLWS) of Loch Striven; then generally southward along the said eastern shore to Ardyne Point; then due south to the centre of the Kyles of Bute; then southeastward through the centre of the Kyles of Bute to the eastern boundary of Argyll and Bute District in the Firth of Clyde; then generally southward and northwestward along the saiddistrict boundary to the northeastern boundary of ED 1 (Kintyre) at the seaward end of Loch Fyne; then generally northwestward and northeastward along the said ED boundary and the eastern boundary of ED 2 to the point of commencement.

Electoral Division 5: Dunoon and East Cowal

Commencing at a point where the eastern boundary of Argyll and Bute District meets the eastern boundary of ED 4 (Bute and West Cowal) at the southern boundary of the parish of Lochgoilhead and Kilmorich; then generally southward along the eastern boundary of Argyll and Bute District to the eastern boundary of ED 4 at the southern end of the Kyles of Bute; then generally northward and eastward along the said ED boundary to the point of commencement.

DUMBARTON DISTRICT

Electoral Division 6: Dumbarton

Electoral Division 8: Vale of Leven

Commencing at grid reference NS 3522 0020 on the eastern boundary of Strathclyde Region and Dumbarton District at the northeastern boundary of ED 7 (Helensburgh) on Loch Lomond; then generally southeastward along the said regional and district boundary to the northern boundary of ED 6 (Dumbarton); then generally southwestward along the said ED boundary to and generally northwestward and eastward along the eastern and northeastern boundaries of ED 7 to the point of commencement.

CITY OF GLASGOW DISTRICT

Electoral Division 9: Drumchapel/Blairdardie

Commencing at grid reference NS 5148 7022 on the western boundary of the City of Glasgow District on Great Western Road northwestward of the bridge carrying Duntreath Avenue; then generally northward, eastward, southeastward and southward along the western and northern boundaries of the said district to the footbridge crossing the Forth and Clyde Canal north of Rotherwood Avenue; then generally southward to and along Rotherwood Avenue and continuing southwestward along Cowdenhill Road to Great Western Road; then generally northwestward along the said road to the point of commencement.

Electoral Division 10: Yoker/Knightswood

Commencing at grid reference NS 5148 7022 where the western boundary of the City of Glasgow District meets the southern boundary of ED 9 (Drumchapel/Blairdardie); then generally southeastward along the said ED boundary and continuing along Great Western Road to Knightswood Cross; then generally southeastward along Knightswood Road to and southwestward along Anniesland Road; then crossing Dumbarton Road to and southwestward along Burnham Road crossing South Street to the northwestern boundary of the shipbuilding yard; then southwestward along the said boundary and its prolongation in a straight line to the western boundary of the City of Glasgow District on the River Clyde at grid reference NS 5196 6775; then generally northwestward and northeastward along the said district boundary to the point of commencement.

Electoral Division 11: Jordanhill/Kelvindale

Commencing at grid reference NS 5396 7037 where the northern boundary of the City of Glasgow District meets the eastern boundary of ED 9 (Drumchapel/Blairdardie) on the Forth and Clyde Canal; then generally southeastward and northeastward along the said district boundary to the River Kelvin; then generally southeastward along the said river to Queen Margaret Bridge; then southwestward along Queen Margaret Drive to the junction with Great Western Road; then northwestward along the said road to grid reference NS 5565 6812; then southwestward to and generally southwestward along the eastern curtilage of the Gartnavel General Hospital to the Yoker to Glasgow railway line; then northwestward along the said railway line to the point at which it crosses Crow Road; then generally southward along the said road and Balshagray Avenue to the junction with Victoria Park Drive North; then northwestward along the said drive to Westland Drive; then northeastward along the said drive to the junction with West Brae Drive; then northwestward along the said drive to the Yoker to Glasgow railway line; then generally northwestward along the said railway line to the eastern boundary of ED 10 (Yoker/Knightswood); then generally northeastward, northwestward and northeastward along the said ED boundary and the eastern boundary of ED 9 to the point of commencement.

Commencing at grid reference NS 5196 6775 where the western boundary of the City of Glasgow District meets the southern boundary of ED 10 (Yoker/Knightswood); then generally northeastward along the said ED boundary to the southern boundary of ED 11 (Jordanhill/Kelvindale); then generally eastward, southward, eastward, northward and southeastward along the said ED boundary to the junction of the Westerton to Hyndland and the Yoker to Glasgow railway lines; then generally southeastward along the Yoker to Glasgow railway line to the point where it crosses the River Kelvin; then southwestward along the said river to its confluence with the River Clyde; then northwestward along the said river to the point of commencement.

Commencing at grid reference NS 5862 7180 on the northern boundary of the City of Glasgow District at Balmuildy Road; then generally southeastward along the said district boundary to Kirkintilloch Road; then southward to and along Springburn Road to the footpath on the southern boundary of the allotment gardens on the western side of the said road; then westward along the said footpath and continuing westward to grid reference NS 5997 6880 on the Lenzie to Glasgow railway line; then generally southward along the said railway line to the northern boundary of ED 15 (Anderston/City); then westward along the said ED boundary to the eastern boundary of ED 14 (Woodside/North Kelvinside); then generally northwestward, northeastward and northwestward along the said ED boundary to the point where Balmoral Road crosses the Forth and Clyde Canal; then northward along the said road to the junction with Balmuildy Road; then northeastward along the said road to the point of commencement.

Commencing at grid reference NS 5860 7182 where the northern boundary of ED 16 (Milton/Possil) meets the northern boundary of the City of Glasgow District; then southwestward and southward along the northern and western boundaries of ED 16 to the northern boundary of ED 14 (Woodside/North Kelvinside); then generally southwestward along the said ED boundary to the eastern boundary of ED 11 (Jordanhill/Kelvindale); then generally northwestward along the said ED boundary to the northern boundary of the City of Glasgow District; then generally northeastward, northwestward, northward, eastward and southeastward along the said boundary to the point of commencement.

Commencing at grid reference NS 5952 6636 where the eastern boundary of ED 16 (Milton/Possil) meets the northern boundary of ED 15 (Anderston/City); then generally northeastward along the eastern boundary of ED 16 to grid reference NS 5988 6722; then southeastward in a straight line to a point on Springburn Road at grid reference NS 6042 6697; then generally eastward, following the southern curtilage of Auchentoshan Terrace, to the Stepps to Springburn railway line; then generally southeastward and northeastward along the said railway line to the western boundary of ED 18 (Carntyne/Robroyston); then generally southwestward along the said boundary to the point where the Springburn to Glasgow railway is crossed by Duke Street; then southwestward along the said railway line to and northwestward along the Glasgow to Airdrie (Drumgelloch) railway line to the eastern boundary of ED 15; then generally northeastward, eastward and northwestward along the eastern boundaries of ED 15 and ED 16 to the point of commencement.

This Order gives effect to proposals made by the Local Government Boundary Commission for Scotland for a change to the electoral arrangements for the Strathclyde Region (the Region) as described in the Schedule to the Strathclyde Region (Electoral Arrangements) Order 1979 (the 1979 Order), as amended by the Strathclyde Region (Electoral Arrangements) Amendment Order 1979, the Central and Strathclyde Regions and Stirling District (Croftamie) (Electoral Arrangements) Amendment Order 1983 and the Strathclyde Region and Clydesdale District (Electoral Arrangements) Amendment Order 1984.

Copies of the Ordnance Survey Maps referred to in Article 2(a)(iii) are no longer published by them; but copies of them can be obtained by post, upon payment of a charge, from Ordnance Survey, Old Map Sales, Romsey Road, Southampton SO9 4DH or any Ordnance Survey Network Superplan Agent.

The effect of the proposals is to divide the Region into 104 electoral divisions as described in the Schedule to this Order.

The 1979 Order and the relevant articles of the said Amending Orders are revoked by this Order.
