(This note is not part of the Order)
This Order prohibits the export to Bosnia-Herzegovina of goods covered by the ECSC Treaty, except under the authority of a licence granted by the Secretary of State or which is in accordance with an export authorisation issued by the competent authority of a Member State in conformity with Decision 92/470/ECSC, as amended. By virtue of that Decision a dual licensing system applies to exports to Bosnia-Herzegovina of ECSC goods which now require an export licence, the grant of which is conditional on a prior import licence in respect of the goods being obtained from the competent authorities in Bosnia-Herzegovina. The Order does not apply to the export of goods intended for essential humanitarian need, for activities related to the United Nations Protection Force, the Conference on Yugoslavia or the European Community Monitor Mission, or whose individual value is less than 1000 ECU.
