Whereas the Secretary of State has granted to Insight Communications Cardiff Limited on 13th October 1993 a licence ("the Licence") under section 7 of the Telecommunications Act 1984(1) ("the Act"), to which section 8 of the Act applies, for the running of the telecommunication systems specified in Annex A to the Licence ("the Applicable Cabled Systems"):
Now, therefore, the Secretary of State, in exercise of the powers conferred on him by section 9 of the Act, hereby makes the following Order:-
1. This Order may be cited as the Public Telecommunication System Designation (Insight Communications Cardiff Limited) Order 1994 and shall come into force on 13th May 1994.
2. Each of the Applicable Cabled Systems is hereby designated as a public telecommunication system.
3. The Public Telecommunication System Designation (British Cable Services Limited) (Cardiff) Order 1991(2) is hereby revoked.

The Secretary of State granted to Insight Communications Cardiff Limited on 13th October 1993 a licence under section 7 of the Telecommunications Act 1984 to run the telecommunication systems specified in Annex A to the licence in the Cardiff area.
A copy of the licence was laid before Parliament on 14th April 1994. This Order designates those telecommunication systems as public telecommunication systems. Consequently, by virtue of section 9(3) of that Act, Insight Communications Cardiff Limited will be a public telecommunications operator when the Order comes into force on 13th May 1994.
The licence replaces the licence granted to British Cable Services Limited on 19 December 1990, which has been revoked at the request of the licensee. The Public Telecommunication System Designation (British Cable Services Limited) (Cardiff) Order 1991 (S. I.1991/172) falls to be revoked as spent.
