The Secretary of State, in exercise of the powers conferred on him by section 26(1), (1A), (2)(a) and (6) of the Police (Scotland) Act 1967(1) and of all other powers enabling him in that behalf, and having submitted a draft of the regulations to the Police Advisory Board for Scotland and considered representations made by them in accordance with section 26(9) of the said Act, hereby makes the following Regulations:
1.-(1) These Regulations may be cited as the Police (Promotion) (Scotland) Amendment Regulations 1994 and shall come into force on 14th August 1994.
(2) In these Regulations "the principal Regulations" means the Police (Promotion) (Scotland) Regulations 1968(2).
2. In regulation 3 of the principal Regulations, for the words "regulation 6(1) and (2)" there shall be substituted "regulations 6(1) and (2) and 6A(2)".
3. After regulation 6 of the principal Regulations, there shall be inserted the following regulation:-�
6A. -�
(1) In this regulation "APP" means a programme for the time being designated by the Secretary of State for the purposes of this regulation as an Accelerated Promotion Programme.
(2) Without prejudice to promotion in accordance with the foregoing regulations a constable of the rank of constable who is selected to attend an APP and who at the commencement of the programme is qualified under regulation 2 for promotion to the rank of sergeant shall be promoted temporarily to the rank of sergeant on the first day of his attendance.".

These Regulations amend the Police (Promotion) (Scotland) Regulations 1968 in consequence of the proposed introduction of a new Accelerated Promotion Programme. They insert a new regulation 6A into those regulations which will entitle any constable who participates in the new programme to be promoted, temporarily, to the rank of sergeant.
1967 c. 77; section 26(9) was amended by section 2(4) of the Police Negotiating Board Act 1980 (c. 10); section 26 (1A) was inserted by section 111 of the Police and Criminal Evidence Act 1984 (c. 60).
