The Secretary of State for the Environment, in exercise of the powers conferred upon him by section 153(4) of the Environmental Protection Act 1990(1), and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Financial Assistance for Environmental Purposes (No. 3) Order 1995 and shall come into force on 16th May 1995.
2. In section 153(1) of the Environmental Protection Act 1990 (purposes for which financial assistance may be given) there shall be inserted after paragraph (y)(2) :
"(z)the Convention on Biological Diversity;
(aa)the United Nations Framework Convention on Climate Change.".

This Order varies section 153(1) of the Environmental Protection Act 1990 to enable the Secretary of State, with the consent of the Treasury, to give financial assistance to, or for the purposes of, the Convention on Biological Diversity, the objectives of which are the conservation of biological diversity and the sustainable use of its components, and the United Nations Framework Convention on Climate Change, which aims to achieve stabilisation of greenhouse gas concentrations in the atmosphere at a safe level.
