These Regulations revoke regulation 10(1) of the Registration of Births, Deaths and Marriages Regulations 1968, which prohibits registration officers from transacting, or furthering the transaction of commercial activities.
The approval of the Chancellor of the Exchequer is required by section 20 of the Registration Service Act 1953. "Secretary of State" was substituted for "Minister of Health" in that section by the Secretary of State for Social Services Order 1968 (S.I. 1968/1699) article 5(4)(a) and the functions of the Secretary of State under that section were transferred to the Chancellor of the Exchequer by the Transfer of Functions (Registration and Statistics) Order 1996 (S.I. 1996/273) article 3(1).
