Whereas the Secretary of State has granted to Diamond Cable Communications (UK) Limited on 28 April 1997 a licence ("the Licence") under section 7 of the Tele-communications Act 1984(1) ("the Act"), to which section 8 of the Act applies, for the running of the telecommunication systems specified in the Licence ("the Applicable Systems"):
Now, therefore, the Secretary of State, in exercise of the powers conferred on her by section 9 of the Act, hereby makes the following Order:-
1. This Order may be cited as the Public Telecommunication System Designation (Diamond Cable Communications (UK) Limited) Order 1997 and shall come into force on 14th October 1997.
2. Each of the Applicable Systems is hereby designated as a public telecommunication system.

The Secretary of State granted to Diamond Cable Communications (UK) Limited a licence on 28 April 1997 under section 7 of the Telecommunications Act 1984 to run the telecommunication systems specified in that Licence in the United Kingdom. A copy of the licence was laid before Parliament on 15th September 1997. This Order designates those telecommunication systems as public telecommunication systems. Consequently, by virtue of section 9(3) of that Act, Diamond Cable Communications (UK) Limited will be a public telecommunications operator when the Order comes into force on 14th October 1997.
