The Secretary of State, in exercise of the powers conferred on him by section 84 of the Road Traffic Act 1991(1), and of all other powers enabling him in that behalf, hereby makes the following Order:
1.-(1) This Order may be cited as the Road Traffic Act 1991 (Commencement No. 14) (Scotland) Order 1997.
(2) In this Order-�
"the Act" means the Road Traffic Act 1991.
2. The following provisions of the Act shall come into force on the 10th October 1997, insofar as they relate to Scotland and have not already been commenced-�
(a)section 41; and
(b)section 42.

This Order brings into force on 10th October 1997 sections 41 and 42 of the Road Traffic Act 1991 insofar as they relate to Scotland and have not already been commenced. These provisions respectively insert sections 35C and 46A into the Road Traffic Regulations Act 1984 and introduce new procedures whereby local authorities may vary charges payable at off-street parking and designated (on-street) parking places respectively.
