In exercise of the powers conferred by sections 485, 489(1) and 569(5) of the Education Act 1996(1), the Secretary of State for Wales hereby makes the following Regulations:-
1. These Regulations may be cited as the Education (Grant) (Amendment) (No. 2) Regulations 1997 and shall come into force on 1st February 1998.
2. The Education (Grant) Regulations 1990(2) shall be amended as follows.
3. After regulation 6A there shall be inserted the following regulation:-
"6B.-(1) The Secretary of State may pay grant to any person other than a local education authority in respect of approved expenditure incurred or to be incurred by that person for or in connection with the carrying out of any assessment for the purpose of determining whether a person who has completed a training programme at an independent school in Wales meets the standards specified by the Secretary of State.
(2) The reference in paragraph (1) to a training programme is a reference to a training programme approved by the Secretary of State for the purposes of paragraph 10 of Schedule 3 to the Education (Teachers) Regulations 1993(3), and the reference in paragraph (1) to the standards specified by the Secretary of State is a reference to the standards so specified, for the purposes of paragraph 10 of that Schedule, as the standards required of a person who seeks to become a qualified teacher.".

These Regulations amend the Education (Grant) Regulations 1990 so as to enable the Secretary of State to pay grants to persons (other than local education authorities) in respect of assessments carried out under paragraph 10 of Schedule 3 to the Education (Teachers) Regulations 1993 (as substituted by the Education (Teachers) (Amendment) (No. 2) Regulations 1997) for the purpose of determining whether the standard required for the conferment of qualified teacher status has been attained. The new provision applies only to cases where the person being assessed has completed a teacher training programme at an independent school in Wales.
