The Secretary of State for Wales, in exercise of powers conferred on him by section 126(4) of and paragraph 12(b) of Schedule 5 to the National Health Service Act 1977(1) and of all other powers enabling him in that behalf hereby makes the following Regulations:-�
1.-(1) These Regulations may be cited as the Health Authorities (Membership and Procedure) Amendment (Wales) Regulations 1999 and shall come into force on 31st July 1999.
(2) In these Regulations, "the principal Regulations" means the Health Authorities (Membership and Procedure) Regulations 1996(2).
2.-(1) The principal Regulations are amended in accordance with the following paragraphs of this regulation.
(2) In regulation 1(2), after the definition of "health service body" the following definition is inserted-�
""local health group" means a committee appointed under regulation 14(1) of these Regulations in accordance with a circular issued by the Secretary of State for Wales in October 1998 entitled "Establishing Local Health Groups"(3)."
(3) In regulation 14(3) after the words "advise the Authority" insert ", a local health group,".

These Regulations amend the Health Authorities (Membership and Procedure) Regulations 1996 in relation to Wales.
Under regulation 14(3) of the principal Regulations the majority of the members of a committee or sub-committee of a health authority must, subject to certain exceptions, be persons who do not provide, or assist in providing, Part II services. These Regulations make provision for a further exception in the case of committees known as local health groups appointed in accordance with a circular of the Secretary of State for Wales.
1977 c. 49. Section 126(4) was amended by the National Health Service and Community Care Act 1990 (c. 19) ("the 1990 Act"), section 65(2); paragraph 12 of Schedule 5 was amended by the 1990 Act. Schedule 1, paragraph 60(e).
