In exercise of the powers conferred on the Secretary of State by section 144 of the School Standards and Framework Act 1998(1), the Secretary of State for Education and Employment hereby makes the following regulations:-�
1.-(1) These regulations may be cited as the Education (School Organisation Committees) (Initial Financial Arrangements) (England) Regulations 1999 and shall come into force on 15th March 1999.
(2) These regulations apply to local education authorities in England.
2. In these Regulations-�
"the Act" means the School Standards and Framework Act 1998;
"the first financial year of the committee" means the financial year in which section 24(1) of the Act (duty of each local education authority in England to establish a school organisation committee for their area) comes into force.
3.-(1) Before the beginning of the first financial year of the committee every local education authority to whom these Regulations apply shall prepare a statement of the estimated expenses to be incurred in respect of that year by the school organisation committee to be established for their area.
(2) For the purposes of paragraph 4(4) and (5) of Schedule 4 to the Act the statement prepared pursuant to paragraph (1) shall be treated as if it had been submitted under paragraph 4(2) and approved under paragraph 4(3) of that Schedule.

Paragraph 4(2) of Schedule 4 to the School Standards and Framework Act 1998 places a duty on each school organisation committee before the beginning of each financial year to submit to the relevant local education authority for approval by the authority a statement of its estimated expenses for that financial year. These regulations make provision for the first financial year in which school organisation committees are established, expected to be the financial year 1999-�2000. The regulations provide that, for the first financial year in which the committees are established, each local education authority must prepare a statement of the estimated expenses of the committee. Such a statement is to be treated as submitted by the committee and approved by the authority.
