The Secretary of State for Health, in exercise of the powers conferred on him by section 18(3) of the Adoption (Intercountry Aspects) Act 1999(1), and of all other powers enabling him in that behalf, hereby makes the following Order:-
1.-(1) This Order may be cited as the Adoption (Intercountry Aspects) Act 1999 (Commencement No. 3) Order 2000.
(2) In this Order "the Act" means the Adoption (Intercountry Aspects) Act 1999.
2. 16th of October is the day appointed for the coming into force of section 16(2) (devolution) of the Act.

This Order brings into force on 16th October 2000 section 16(2) of the Adoption (Intercountry Aspects) Act 1999. This provision enables the Act to be deemed a pre-commencement enactment for the purpose of section 53 of the Scotland Act 1998. This will empower Scottish Ministers to exercise the functions contained in the Act for Scotland.
