The Secretary of State for Transport makes this Scheme in exercise of powers conferred by sections 16, 17 and 19 of the Highways Act 1980[1] and now vested in him[2], and of all other powers enabling him in that behalf:
1.
This Scheme may be cited as the M1 Motorway London to Yorkshire (Widening 6A to 10 Connecting Roads) Scheme 2004 and shall come into force on 8 January 2004.
2.
In this Scheme:
(1) all measurements of distance are measured along the route of the relevant highway:

(i) "connecting road" means a special road along a route described in Schedules 1, 2 and 3 to this Scheme;
(ii) "the plan" means the plan folio, containing 3 site plans bound together and respectively numbered 1 to 3, numbered, marked "The M1 Motorway London to Yorkshire (Widening 6A to 10 Connecting Roads) Scheme 2004", signed by authority of the Secretary of State for Transport and deposited at ODPM-DfT Records Management Branch, Floor 13 (IMD), Ashdown House, St Leonards on Sea, Hastings, East Sussex TN37 7GA; and
(iii) "the special roads" means the Motorway and each connecting road.
3.
The Secretary of State is authorised to provide the special roads for the exclusive use of traffic of Classes I and II of the classes of traffic set out in Schedule 4 to the Highways Act 1980.

The centre line of each of the special roads is indicated by a heavy black line on the plan.
5.
Each of the special roads shall become a trunk road on the date when this Scheme comes into force.

SCHEDULE 1
ROUTES OF THE SPECIAL ROADS
Junction of the Motorway with the A414 between Breakspears and Beechtrees in the County of Hertford
Five routes to connect the northbound and southbound carriageways of the M1 London to Yorkshire Motorway with the A414 Trunk Road between Breakspears and Beechtrees (the special roads along these routes being given the reference letters A, B, C, D and E on site plan 1 in the plan).
SCHEDULE 2
ROUTES OF THE SPECIAL ROADS
Junction of the Motorway with the A5(T) Watling Street at Friars Wash in the County of Hertford
Three routes to connect the northbound and southbound carriageways of the M1 London to Yorkshire Motorway with the A5 (T) Watling Street at Friars Wash (the special roads along these routes being given the reference letters A, B and C on site plan 2 in the plan).
SCHEDULE 3
ROUTES OF THE SPECIAL ROADS
Junction of the Motorway with the Luton Spur at Pepperstock in the County of Bedford
A new elevated special road roundabout and six routes to connect the northbound and southbound carriageways of the M1 London to Yorkshire Motorway with the Luton Spur at Pepperstock (the special roads along these routes being given the reference letters A, B, C, D, E, F and G on site plan 3 in the plan).
