The Secretary of State makes the following Order in exercise of the powers conferred by sections 14(6) and 22A(2) of the Football Spectators Act 1989[1];
The Secretary of State considers that the provision made by article 2 of this Order is expedient in order to secure the effective enforcement of Part II of that Act.
1.
—(1) This Order may be cited as the Football Spectators (2006 World Cup Control Period) Order 2006 and shall come into force on 24th April 2006.
(2) In this Order—
"the Tournament" means the external tournament known as the 2006 FIFA (Federation Internationale de Football Associations) World Cup in Germany, and
"Part II" means Part II of the Football Spectators Act 1989.

Section 14(6) of the Football Spectators Act 1989 shall have effect in relation to the Tournament as if, for the reference to five days, there were substituted a reference to ten days.

—(1) In relation to the Tournament, the period described in paragraph (2) below is a control period for the purposes of Part II.
(2) The period referred to in paragraph (1) above is the period beginning on 30th May 2006, being ten days before the day of the first football match which is included in the Tournament, and ending when the last match included in the Tournament is finished (which, subject to postponement, is due to be on 9th July 2006) or cancelled.

EXPLANATORY NOTE
(This note is not part of the Order)
This Order describes the control period under the Football Spectators Act 1989 for the 2006 FIFA (Federation Internationale de Football Associations) World Cup in Germany. The control period begins on 30th May 2006, being ten days before the first match in the tournament, and ends when the last match in the tournament is finished or cancelled. The last match is due to be played on 9th July 2006.
During a control period the powers contained in sections 19 (requirements for those subject to banning orders to report to police station and surrender passports) and 21A and 21B (summary powers to detain and refer to a court with a view to making a banning order) of the 1989 Act are exercisable. Those powers were inserted in the 1989 Act by the Football (Disorder) Act 2000[2] for an initial period of one year, extended by statutory instrument (the Football (Duration of Powers) Order 2001 (S.I. 2001/2646) for a further year until 27th August 2002, and extended by the Football (Disorder) (Amendment) Act 2002[3] for a five year period until 28th August 2007.
