The Borough of Kettering (Electoral Changes) Order 2006

  Made 23rd November 2006 
  Coming into force in accordance with article 1(2)

The Boundary Committee for England[1], under section 15(4) of the Local Government Act 1992[2] ("the 1992 Act"), have conducted a review of the borough of Kettering[3] and have submitted to the Electoral Commission[4] recommendations dated May 2006.

     A period of not less than six weeks has expired since the receipt of those recommendations.

     The Electoral Commission have decided to give effect, without modification, to those recommendations.

     Accordingly, the Electoral Commission, in exercise of the powers conferred by sections 17[5] and 26[6] of the 1992 Act, make the following Order:

Citation and commencement
     1. —(1) This Order may be cited as the Borough of Kettering (Electoral Changes) Order 2006.

    (2) This Order comes into force—

Interpretation
     2. In this Order—

Wards of the borough of Kettering
    
3. —(1) The existing wards of the borough[8] shall be abolished.

    (2) The borough shall be divided into seventeen wards which shall be named as set out in column (1) of the Schedule.

    (3) Each ward shall comprise the area described in column (2) of the Schedule by reference to parishes and parish wards or, where an area is not so described, the area designated on the map by reference to the name of the ward and demarcated by red lines.

    (4) The number of councillors to be elected for each ward shall be the number specified in respect of the ward in column (3) of the Schedule.

    (5) Where a boundary is shown on the map as running along a road, railway line, footway, watercourse or similar geographical feature, it shall be treated as running along the centre line of the feature.

Wards of the parish of Desborough
     4. —(1) The existing wards of the parish of Desborough shall be abolished.

    (2) The parish shall be divided into two wards which shall be named Loatland and St Giles.

    (3) Each ward shall comprise the area designated on sheet 1 by reference to the name of the ward and demarcated by orange lines.

    (4) The number of councillors to be elected for each ward shall be six.

Map
    
5. Kettering Borough Council shall make a print of the map available for inspection at its offices by any member of the public at any reasonable time.

Electoral register
    
6. The registration officer[9] for the borough shall make such rearrangement of, or adaptation of, the register of local government electors as may be necessary for the purposes of, and in consequence of, this Order.

Revocation
     7. The Borough of Kettering (Electoral Changes) Order 1998[10], save for article 5, and article 7 of the Kettering (Parishes and Electoral Changes) (No. 2) Order 2001[11], are revoked.

EXPLANATORY NOTE

(This note is not part of the Order)


This Order makes changes to the electoral arrangements for the borough of Kettering following recommendations made by the Boundary Committee for England to the Electoral Commission.

The Electoral Commission accepted the Boundary Committee's recommendations without modification.

The electoral changes apply in respect of local government elections to be held on and after the ordinary day of election of councillors in 2007.

Article 3 abolishes the existing wards of the borough and replaces them with 17 new ones. That article, the Schedule and the map also establish the names and areas of the new borough wards and the numbers of borough councillors for each ward.

Article 4 abolishes the existing parish wards of the parish of Desborough and replaces them with 2 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 6 obliges the Electoral Registration Officer to make any necessary amendments to the electoral register to reflect the new electoral arrangements.

Article 7 revokes the Borough of Kettering (Electoral Changes) Order 1998, save for article 5, and article 7 of the Kettering (Parishes and Electoral Changes) (No. 2) Order 2001.

The map defined in article 2 shows the new borough and parish wards. It is available at
