1. This Order may be cited as the European Parliamentary Elections (Welsh Forms) Order 2014 and comes into force on 1st April 2014.
2. In this Order-
(a)"the 2004 Regulations" means the European Parliamentary Elections Regulations 2004(3); and
(b)a reference to a numbered rule is a reference to the rule of that number contained in the European Parliamentary elections rules in Schedule 1 to the 2004 Regulations.
3. The European Parliamentary Elections (Welsh Forms) Order 2009(4) is revoked.
4.-(1) In Form A (the ballot paper), as prescribed for use at European Parliamentary elections by rule 22(2)-
(a)the form of words "Ethol Aelodau Senedd Ewrop" is prescribed as the form of words in Welsh for the words "Election of Members of the European Parliament";
(b)the form of words "Rhanbarth Etholiadol Cymru" is prescribed as the form of words in Welsh for the words "Electoral Region of Wales"; and
(c)the form of words "Pleidleisiwch unwaith yn unig trwy roi croes [x] yn y blwch nesaf at eich dewis" is prescribed as the form of words in Welsh for the words "Vote only once by putting a cross [x] in the box next to your choice".
(2) The forms of words prescribed by paragraph (1) must be printed so that they appear together above or below the corresponding words in English on every ballot paper at a European Parliamentary election in Wales.
(3) "Annibynnol" is prescribed as the form of words in Welsh for the word "Independent" which is prescribed for use as the description of an individual candidate in a nomination paper by rule 4(4)(b).
(4) The form of words prescribed by paragraph (3) may be used as well as or in place of the equivalent word in English at a European Parliamentary election in Wales.
5. Each of the forms or forms of words set out in Schedule 1 to this Order is prescribed as the Welsh version which may be used at a European Parliamentary election in Wales in place of-
(a)in the case of form 1, the form prescribed by rule 36(4) (certificate of employment);
(b)in the case of form 2, the form of words prescribed by rule 39(1) (questions to be put to voters);
(c)in the case of form 3, the form prescribed by rule 43(7) (declaration by companion of disabled voter);
(d)in the case of form 4, the form prescribed by paragraph 29 of Part 1 of Schedule 3 to the 2004 Regulations (declaration by companion of voter with disabilities to be used when polls are combined).
6.-(1) Each of the forms set out in Schedule 2 to this Order is prescribed as the version partly in Welsh and partly in English which must be used at a European Parliamentary election in Wales, in place of-
(a)in the case of form 1, the form of the back of the ballot paper prescribed by rule 22(2);
(b)in the case of form 2, the form prescribed by rule 23(2) (corresponding number list for issue and receipt of postal ballot papers);
(c)in the case of form 3, the form prescribed by rule 23(3) (corresponding number list for polling stations);
(d)in the case of form 4, the form prescribed by rule 23(4) (corresponding number list for issue and receipt of postal ballot papers where polls are combined);
(e)in the case of form 5, the form prescribed by rule 23(5) (corresponding number list for polling stations where polls are combined);
(f)in the case of form 6, the form prescribed by rule 31(3) (poll card);
(g)in the case of form 7, the form prescribed by rule 31(4) (postal poll card);
(h)in the case of form 8, the form prescribed by rule 31(5) (proxy poll card);
(i)in the case of form 9, the form prescribed by rule 31(6) (proxy postal poll card);
(j)in the case of form 10, the notice prescribed by rule 32(6) (guidance for voters);
(k)in the case of form 11, the notice prescribed by rule 32(7) (polling compartment notice);
(l)in the case of form 12, the form prescribed by paragraph 6(8) of Schedule 2 to the 2004 Regulations (proxy paper);
(m)in the case of form 13, the form prescribed by paragraph 42(a) of Schedule 2 to the 2004 Regulations (postal voting statement);
(n)in the case of form 14, the form prescribed by paragraph 42(b) of Schedule 2 to the 2004 Regulations (postal voting statement where postal voting proceedings are combined);
(o)in the case of form 15, the form prescribed by paragraph 42(c) of Schedule 2 to the 2004 Regulations (postal voting statement where polls are combined but postal voting proceedings are not combined);
(p)in the case of form 16, the form prescribed by paragraph 70(5) of Schedule 2 to the 2004 Regulations (statement as to postal ballot papers);
(q)in the case of form 17, the notice prescribed by paragraph 8 of Part 1 of Schedule 3 to the 2004 Regulations (polling compartment notice where polls are combined);
(r)in the case of form 18, the notice prescribed by paragraph 28 of Part 1 of Schedule 3 to the 2004 Regulations (guidance for voters where polls are combined);
(s)in the case of form 19, the form prescribed by regulation 52(3) of the 2004 Regulations (declaration as to election expenses).
(2) In the case of forms 6 to 9 and 13 to 15, forms substantially to the like effect may be used with such variations as the circumstances may require.

This Order revokes and replaces the European Parliamentary Elections (Welsh Forms) Order 2009 (S.I. 2009/781). Article 4 prescribes the Welsh version of forms of words to be used at European Parliamentary elections in the electoral region of Wales. The forms and form of words prescribed by article 5 of and Schedule 1 to this Order are Welsh versions of certain forms or forms of words which may be used at a European Parliamentary election in Wales. The forms prescribed by Schedule 2 to this Order are versions partly in Welsh and partly in English which must be used at a European Parliamentary election in Wales for the purposes referred to in article 6 of this Order.
The English version of the forms and forms of words are contained in the European Parliamentary Elections Regulations 2004 (S.I. 2004/293) as amended by the European Parliamentary Elections (Amendment) Regulations 2009 (S.I. 2009/186) and the European Parliamentary Elections (Amendment) Regulations 2013 (S.I. 2013/2876).
A full regulatory impact assessment has not been produced for this instrument as no impact on the private or voluntary sectors is foreseen.
1993 c.38; the Lord President of the Council is the minister responsible for the execution of the European Parliamentary Elections Regulations 2004 (S.I. 2004/293) and is therefore the "appropriate minister" for the purposes of section 27(4) of the 1993 Act. The Lord President of the Council has power to make the European Parliamentary Elections Regulations 2004 (concurrently with the Secretary of State) by virtue of article 3 of the Lord President of the Council Order 2010 (S.I. 2010/1837).
