The General Dental Council has made the General Dental Council (Overseas Registration Examination) Regulations 2015, which are set out in the Schedule to this Order, in exercise of the powers conferred by sections 16(4) and 52(1B) of the Dentists Act 1984(1).

By virtue of section 16(7) of that Act, these Regulations are not to come into force until approved by Order of the Privy Council.

Citation and commencement

1.  This Order may be cited as the General Dental Council (Overseas Registration Examination Regulations) Order of Council 2015 and shall come into force on 1st May 2015.

Article 2

SCHEDULEGeneral Dental Council (Overseas Registration Examination) Regulations 2015

These Regulations are made by the General Dental Council in exercise of their powers under sections 16(4) and 52(1B) of the Dentists Act 1984(2).

Citation and commencement

1.  These Regulations may be cited as the General Dental Council (Overseas Registration Examination) Regulations 2015 and come into force on 1st May 2015.

Interpretation

2.  In these Regulations-

"candidate" means a person who has-

(a)

submitted a complete application for an examination; and

(b)

satisfied all other requirements for sitting that examination;

"medical emergencies examination" means an examination in medical emergencies which includes cardiopulmonary resuscitation;

"ORE" means the Overseas Registration Examination held pursuant to section 16 of the Dentist Act 1984.

Structure and content of the examination

3.  The ORE is to be in two parts, namely-

(a)Part 1 comprising-

(i)a written paper covering clinically applied dental science and clinically applied human disease; and

(ii)a written paper in aspects of clinical dentistry, law and ethics, and health and safety; and

(b)Part 2 comprising-

(i)an examination on a dental manikin;

(ii)an objective structured clinical examination that tests candidates' clinical skills;

(iii)an examination designed to test candidates' diagnostic and treatment planning skills; and

(iv)a medical emergencies examination.

Standard to be shown by candidates

4.  The standard of knowledge and skill required to be shown by candidates to pass the ORE is to be at the level required to pass a final examination of a United Kingdom undergraduate dental degree.

Restrictions as to subsequent attempts

5.-(1) Before proceeding to sit Part 2, a candidate must pass Part 1 at a sitting.

(2) Part 2 must be passed within 5 years of first attempting Part 1.

(3) A candidate may have a maximum of 4 attempts at each Part of the ORE.

(4) Candidates who have passed all sections of Part 2 at a sitting, apart from the medical emergencies examination, may re-sit that examination, on only one occasion-

(a)within five years of first attempting Part 1; and

(b)after paying the specified fee.

(5) Candidates to whom paragraph (4) applies, who have not passed the re-sit of the medical emergencies examination, must re-sit the whole of Part 2 and paragraphs (2) and (3) are to continue to apply to those candidates.

(6) The re-sit of the medical emergencies examination referred to in paragraph (4) is not to be counted as an attempt at Part 2 for the purposes of calculating the maximum attempts under paragraph (3).

Fees

6.-(1) No candidate is to be permitted to take the ORE or any part thereof until payment of the prescribed fee has been made.

(2) The prescribed fee referred to in paragraph (1) is as follows-

(a)Part 1 (per attempt) £806;

(b)Part 2 (per attempt) £2,929;

(c)Medical emergencies examination pursuant to regulation 5(4)(b) £300.

Revocation

7.  The General Dental Council (Overseas Registration Examination) Regulations 2007(3) are revoked.

EXPLANATORY NOTE

(This note is not part of the Order)

This Order approves the General Dental Council (Overseas Registration Examination) Regulations 2015, set out in the Schedule to this Order, which make provision for examinations to be held whereby persons holding overseas diplomas may qualify to be registered as dentists.

Regulation 2 sets out some definitions for the Regulations, including the meaning of the Overseas Registration Examination ("ORE").

Regulations 3 and 4 set out the structure, content and standard of the ORE.

Regulation 5 places restrictions on the number of times a candidate may attempt the ORE.

Regulation 6 prescribes the fee to be paid before a candidate is permitted to sit the ORE or any part thereof.

Regulation 7 revokes the General Dental Council (Overseas Registration Examination) Regulations 2007, which were scheduled to the General Dental Council (Overseas Registration Examination Regulations) Order of Council 2007.
