The Secretary of State, in exercise of the powers conferred by sections 1(1), 53A(2) and 320(1) and (7)(ca) of the Housing and Regeneration Act 2008(1), makes the following Regulations:
1. These Regulations may be cited as the Homes and Communities Agency (Transfer of Property etc.) (No. 2) Regulations 2016 and come into force on 16th May 2016.
2. The public bodies shown in the Schedule to these Regulations are specified for the purposes of section 53A (other property transfers etc to the HCA) of the Housing and Regeneration Act 2008.

Section 53A(1) of the Housing and Regeneration Act 2008 allows the Secretary of State to make one or more schemes for the transfer to the Homes and Communities Agency of designated property, rights or liabilities of a specified public body. These Regulations specify a number of public bodies for this purpose. They are additional to the Homes and Communities Agency (Transfer of Property etc.) Regulations 2015 (S.I. 2015/1471) which already specify public bodies for the same purpose.
A full impact assessment has not been produced for this instrument as no impact on the private or voluntary sectors is foreseen. An Explanatory Memorandum is available alongside this instrument at www.legislation.gov.uk.
2008 c.17. Section 53A was inserted by section 31(2), and section 320(7)(ca) by section 31(4)(a) of the Infrastructure Act 2015 (c.7).
