The Secretary of State for Transport, being the traffic authority for the M48 Motorway and connecting roads, is satisfied that traffic on lengths of that motorway in South Gloucestershire, the County of Gloucestershire and the County of Monmouthshire should be prohibited for the purpose of facilitating the holding of a relevant event.
The Secretary of State is further satisfied that it is not reasonably practicable for the event to be held otherwise than on a road.
The Secretary of State for Transport, in exercise of the powers conferred by section 16A(2)(a) of the Road Traffic Regulation Act 1984( 1), hereby makes the following Order—
1. This Order may be cited as the M48 Motorway (Severn Bridge Half Marathon) (Temporary Prohibition of Traffic) Order 2022 and shall come into force on 26th August 2022.
2. In this Order—
“ the M48” means (i) the westbound carriageway of the M48 over the Severn Bridge from the tip of the nosing of the westbound exit slip road at Junction 1 to the tip of the nosing of the westbound entry slip road at Junction 2; and (ii) the eastbound carriageway of the M48 over the Severn Bridge from the tip of the nosing of the eastbound exit slip road at Junction 2 to the tip of the nosing of the eastbound entry slip road at Junction 1;
“the slip roads” mean (i) the eastbound entry slip road at M48 Junction 2; and (ii) the westbound entry slip road at M48 Junction 1;
“ the footpath/cycle track” means the footpath/cycle track adjacent to the M48 eastbound between Junctions 2 and 1;
“ the tip of the nosing” means the first point where an entry slip road joins the carriageway of a motorway or the last point where an exit slip road leaves the carriageway of a motorway;
“ authorised traffic” means traffic classes, as specified in Schedule 4 to the Highways Act 1980(b): (a) Class VII – pedal cycles; (b) Class IX – pedestrians, perambulators, push-chairs and other forms of baby carriages and dogs on leads; (c) Class X – motor cycles where the engine cylinder size is less that 50 cubic centimetres; and (d) Class XI – invalid carriages;
“ event” means the Severn Bridge Half Marathon; and
“ the event period” means a period of 5 hours starting at 07.30 hours on Sunday 28th August 2022.
3. Subject to article 5, no person shall, during the event period, cause or permit any vehicle to enter or proceed on the M48 and the slip roads.
4. Subject to article 5, no authorised traffic, as defined in article 2 above, shall enter or proceed in the footpath/cycle track during the event period.
5. Article 3 and 4 shall apply only during such times and to such extent as shall from time to time be indicated by traffic signs and shall not apply to—
(a) a vehicle being used for police, traffic officer, fire and rescue authority or ambulance purposes;
(b) anything done at the direction of, or with the permission of, a constable or traffic officer in uniform.

This Order authorises the temporary prohibition of traffic on the M48 Motorway (Severn Bridge) on the 28th August 2022 to facilitate the holding of the Severn Bridge Half Marathon.
1984 c. 27; Section 16A was inserted by the Road Traffic (Special Events) Act 1994 (c. 11), section 1(1). There are further amendments to the section that are not relevant to this Order.
