The Secretary of State makes these Regulations in exercise of the powers conferred by section 9(4) of the Taxis and Private Hire Vehicles (Safeguarding and Road Safety) Act 2022( 1).
1.—(1) These Regulations may be cited as the Taxis and Private Hire Vehicles (Safeguarding and Road Safety) Act 2022 (Commencement) Regulations 2023.
(2) These Regulations extend to England and Wales.
2. So far as they are not already in force, the provisions of the Taxis and Private Hire Vehicles (Safeguarding and Road Safety) Act 2022 come into force on 27th April 2023.

These Regulations bring into force those provisions of the Taxis and Private Hire Vehicles (Safeguarding and Road Safety) Act 2022 (c.14)which are not already in force.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen independent of the provisions these Regulations bring into force.
