Made

24 September 2018

Laid before the National Assembly for Wales

Coming into force

19 October 2018

The Welsh Ministers, in exercise of the powers conferred on them by section 17(2), (3) and (3ZAA) of the Road Traffic Regulation Act 1984(1), and after consultation with such representative bodies as were thought fit in accordance with section 134(2) of that Act, make the following Regulations.

Title, commencement and interpretation

1.-(1) The title of these Regulations is the M4 Motorway (Eastbound and Westbound Exit Slip Roads at Junction 28 (Tredegar Park Interchange), Newport) (40 MPH Speed Limit) Regulations 2018 and they come into force on 19 October 2018.

(2) In these Regulations, "the M4 motorway" ("traffordd yr M4") means the M4 London to South Wales motorway.

Regulation 2

SCHEDULELENGTHS OF THE M4 MOTORWAY

The following lengths of the M4 motorway at junction 28 (Tredegar Interchange) in the City of Newport-

(a)the westbound exit slip road from a point 85 metres south of its junction with the main carriageway to a point 355 metres south of the same point, for a distance of 270 metres; and

(b)the eastbound exit slip road from a point 155 metres north of its junction with the main carriageway to a point 455 metres north of the same point, for a distance of 300 metres.

EXPLANATORY NOTE

(This note is not part of the Regulations)

The Welsh Ministers make these Regulations which impose a maximum speed limit of 40 miles per hour (instead of the general 70 miles per hour speed limit imposed on motorways by the Motorways Traffic (Speed Limit) Regulations 1974 (S.I. 1974/502)) on the lengths of the M4 motorway slip roads specified in the Schedule to these Regulations.

These Regulations also amend the M4 Motorway (West of Junction 23A (Magor) to East of Junction 29 (Castleton)) (Variable Speed Limits) Regulations 2015 (S.I. 2015/1018 (W. 72)). The effect of the amendment is to remove a small length of the westbound off slip road at junction 28 (Tredegar Park) of the M4 from the section of road which is subject to a variable speed limit. A maximum speed of 40 miles per hour applies to that length of slip road under these Regulations.

A full regulatory impact assessment has not been produced for this instrument as it is made for highway safety reasons and it has no impact on the costs of business.

(1)

1984 c. 27. Section 17(2) was amended by the New Roads and Street Works Act 1991 (c. 22), Schedule 8, paragraph 28(3) and the Road Traffic Act 1991 (c. 40), Schedule 4, paragraph 25 and Schedule 8. Section 17(3ZAA) was inserted by the Wales Act 2017 (c. 4), section 26(2).
