ORDER

entitled

Statistics (Survey of Industrial Commodities Production) Order 2003


 

To be made by the Minister of State at

the Department of the Taoiseach

I, Mary Hanafin, Minister of State at the Department of the Taoiseach, in exercise of the powers conferred on me by section 25(1) of No. 21 of 1993 ), and the Statistics Delegation of Ministerial Functions Order 2002 ( S.I. No. 313 of 2002 ), hereby order as follows:

1.  This Order may be cited as the Statistics (Survey of Industrial Commodities Production) Order, 2003

2.  This Order applies to all persons or undertakings engaged in one or more of the activities described in Schedule 1 to this Order.

3.  (1)   The Central Statistics Office shall carry out, at intervals of not more than 12 months, surveys of information to which this Order applies.

(2)   The surveys shall be carried out in accordance with any directions issued under No. 21 of 1993 ).

(3)   The first survey carried out under this Order shall take place in 2003.

(4)   The final survey carried out under this Order shall take place in 2008.

4.   A person or undertaking to which this Order applies is required to provide the Central Statistics Office with information in relation to its activities and, in particular, shall provide the information specified in Schedule 2 to this Order.

Schedule 1

1.   Non-energy producing minerals:

Prospecting or exploration (including the preparation of sites) for, and extraction and processing of, non-energy producing minerals and derived products.

2.   Manufacturing industries:

The mechanical or chemical transformation of organic or inorganic substances into new products, together with associated repair work and assembly of component parts of manufactured products.

3.   Energy and water

Prospecting or examination for and extraction of coal, turf, oil and natural gas (including the preparation of sites); mineral oil refining; generation, transmission, and distribution of electrical energy; manufacture of gas in gas works; supply and distribution of water.

Schedule 2

1.   Name of undertaking.

2.   Address of registered office or principal place of business in the State.

3.   If branch premises, name and address of headquarters of undertaking.

4.   Business or trading name.

5.   Description of activates conducted.

6.   Year undertaking commenced production in the State.

7.   Number of persons employed by undertaking.

8.   Particulars of the quantity and value of commodities produced and sold during the year by the undertaking and, where appropriate, the amount received by the undertaking in respect of commodities produced by it on commission on behalf of another undertaking.

9.   Currency used

EXPLANATORY NOTE

Statistics (Survey of Industrial Commodities Production) Order 2003.

The Industrial Commodities Production survey is known as Prodcom (the title comes from the French term “PRODuction COMmunautaire” (Community Production). It is a statutory inquiry carried out in compliance with EU council regulation (No 3924/91) on an annual basis. It details the value and volume of products manufactured by Industrial Enterprises in Ireland and sold during the reference year.

The survey covers all Industrial enterprises with 3 or more persons engaged in industrial production, or Industrial services in Mining, Quarrying and Manufacturing.

Customised questionnaires are issued to enterprises on an annual basis seeking information at a detailed level on the value and volume of products sold. The details returned are classified by reference to the Prodcom classification -- where products are grouped by the NACE Rev. 1 - this is the EU system for classifying economic activities. Individual products are further classified by Prodcom code. This is an eight-digit code in the form of XX.XX.XX.YY. The first four digits correspond to NACE Rev 1. The first six digits are the Community Classification of Products by Activity (CPA) codes. The last two provide a more detailed breakdown of the CPA classes into PRODCOM product headings.
